* Replace global authz abstraction with one compatible with uid scope

* Replace GettableApiReceiver with models.Receiver in receiver_svc

* GrafanaIntegrationConfig -> models.Integration

* Implement Create/Update methods

* Add optimistic concurrency to receiver API

* Add scope to ReceiversRead & ReceiversReadSecrets
