Tracing: Use common traceID context value for opentracing and opentelemetry (#46411)

* use common traceID context value for opentracing and opentelemetry

* support sampled trace IDs as well

* inject traceID into NormalResponse on errors

* Finally the test passed

* fix the test

* fix linter

* change the function parameter
