b6c5f29373 Cloudwatch: Add support for new AWS/RDS EBS* metrics (#48798) 
Add support for the missing AWS/RDS metrics, EBSIOBalance% and
EBSByteBalance%. Change is based on the official AWS blog post[1]. Those
metrics work on for Nitro instances.
