Alerting: Fix Jira HCL export with fields & add export snapshots test (#108032 )

* Alerting: Contact point export snapshot test

* Fix Jira.fields hcl export type to allow map[string]any

Since gohcl does not support this type, we marshal as a string instead
which will be handled in the TF provider.
