if one dashboard with an uid is refered to by two
provsioners each provsioner overwrite each other.
filling up dashboard_versions quite fast if using
default settings.

the GetProvisionedDashboardQuery wasent used for anything
else than check if a dashboard is provisioned or not. So
we simplified this query to make it more maintainable.
