Lev Lazinskiy 329c262720 docs: Istio Edits 
Update the main Istio configuration page to clean up some of the
language, remove repetitive statements, and fix a few minor grammar
issues.

Clean up some of the language in the project-admin Istio documentation
and a small update in the Istio configuration options page.
