Security: Prevent csv formula injection attack (#17363)

* mitigate https://www.owasp.org/index.php/CSV_Injection

- prepend csv cell values that begin with -, +, = or @ with '
- trim trailing whitespace from all csv values

* test for csv formula injection mitigation
