To be able to import the cluster, you must have the cluster-admin priviledge to run kubectl command. For GKE it doesn't give full priviledge by default. You can grant your user full priviledge access by running `kubectl create clusterrolebinding cluster-admin-binding --clusterrole cluster-admin --user [USER_ACCOUNT]`. You can import an existing Kubernetes cluster and then manage it using Rancher.
